The return itself takes thirty minutes. The reconciliation before it takes longer. Most filers fear the form, then lose points on numbers that never agreed with the ledger. The form is not the hard part. The hard part is deadline day, when three numbers refuse to tie out: the return, the control account, the ledger. That discovery, made at 9pm on the last evening, is how penalty cases start. This guide walks through how to file a VAT return in Saudi Arabia, box by box, with a worked example and the errors that draw ZATCA’s attention. Follow it once and you know what to prepare. Follow it every period and filing becomes routine. Companies that never hear from ZATCA are not lucky. They are prepared.

Key points
- Register above SAR 375,000 of taxable supplies in twelve months. Voluntary registration starts at SAR 187,500.
- Quarterly filing is the default. Monthly applies above SAR 40 million. Both are due by the last day of the following month.
- Reconcile net VAT to the control account and ledger before you log in. Never file a number you cannot explain.
- Differences of SAR 15,000 or more must be notified within 20 days through a corrected return.
1Who files, and how often
Registration is mandatory once taxable supplies pass SAR 375,000 in twelve months. Voluntary registration opens at SAR 187,500. Both figures come from the VAT Implementing Regulations.
Filing follows a single line. Annual taxable supplies over the previous 12 months above SAR 40 million mean monthly returns. Everyone else files quarterly. This monthly versus quarterly VAT filing split catches new registrants off guard, because the threshold is tested on a rolling year. When your supplies cross the line, confirm the filing period and the effective date ZATCA assigns in the portal, rather than assuming the switch happens automatically from the next period. The VAT return deadline Saudi Arabia applies is one date for both: the last day of the month after the period, per ZATCA’s returns calendar).
Late filing is penalised as a percentage of the tax due, currently 5% to 25% under the penalty schedule, so check the live schedule for the band that applies.

2The monthly versus quarterly VAT filing choice
The filing frequency question follows revenue, and it changes twice as your company grows. Here is the sequence most companies live through:
- Below SAR 375,000. No registration needed. No returns at all.
- SAR 375,000 to 40 million. Registered, filing quarterly. Four returns a year, each due by the last day of the following month.
- Above SAR 40 million. Monthly returns. Twelve a year, same deadline rule.
The jump from quarterly to monthly is the one that hurts unprepared teams. Workloads triple overnight, and the first monthly return arrives before anyone has adjusted the close process. Companies that expect the crossing, by tracking rolling twelve-month supplies, hire or automate before the threshold, not after. The monthly vs quarterly VAT filing difference is administrative, not conceptual: same form, same rates, different rhythm.
3Before you open the portal
Preparation decides whether filing takes thirty minutes or three hours. Have these ready:
- Sales and purchase reports for the period, from the accounting system.
- A list of imports, with customs declarations attached.
- Credit notes and debit notes issued or received.
- The previous period’s return, for opening comparisons.
- Your VAT control account balance, reconciled to the ledger.
The last item separates calm filers from nervous ones. Net VAT on the return should match the VAT control account before you log in. If the two disagree, stop and find out why. Filing a number you cannot explain is worse than filing late.
One more step saves the most arguments. Agree on roles before the period closes. One person prepares the schedules. A second reviews them against the ledger. A third, or the reviewer in a small team, logs in and files. Never one person doing all three without a check. This is how typing errors get caught by you, not by ZATCA.
4The return, box by box
The ZATCA VAT return form looks long because it lists supply types separately. Each box has a plain meaning:
| Section | What goes in it |
|---|---|
| Sales: standard-rated | Domestic sales taxed at 15% |
| Sales: zero-rated domestic | Qualifying supplies at 0%, with documents, such as private healthcare and education for citizens |
| Sales: exports | Goods and services leaving the GCC, with evidence |
| Sales: exempt supplies | Financial services and similar, no input deduction |
| Purchases: standard-rated | Domestic purchases carrying input VAT |
| Purchases: imports at customs | VAT settled at the border |
| Purchases: imports under reverse charge | Self-accounted VAT on imported services |
| Purchases: zero-rated and exempt | Purchases with no recoverable VAT |
| Corrections | Adjustments tied to earlier periods |
Input VAT recovery deserves its own sentence. Every riyal of VAT on a valid business purchase comes back off the bill, in the same return or a later one. The boxes above decide how fast: domestic purchases recover immediately, imports recover through the reverse-charge lines, and anything tied to exempt supplies recovers never.
Confirm field names against the live form each period. ZATCA adjusts wording occasionally. The logic has not changed since 15% came in.
5How to file a VAT return in Saudi Arabia: step by step on the ZATCA portal
- Log in to the ZATCA portal with your credentials.
- Open the VAT returns e-service and select the period.
- Fill each section from your prepared schedules.
- Review the calculated net VAT against your control account.
- Submit the return.
- Pay through SADAD using the generated invoice number.
Take screenshots at submission. They cost nothing and settle arguments later about what was filed and when.
One habit is worth building here. File early in the window, not on the deadline day. Portal traffic tends to peak near the deadline, and a slowdown on the last evening is unlikely to be accepted as an excuse. Early filing also leaves room to fix an upload problem while the period is still open. Companies that file on day one after the period closes rarely think about deadlines again.
6Filing your first return
New registrants overcomplicate the first filing. The portal shows you the same boxes as everyone else. Three things differ, though. Your first tax period may be shorter than three months, because it starts on registration day. Your input position is usually thin, so expect payable VAT. And pre-registration expenses follow their own rules; not all of them carry over. Keep the first return simple. File exactly what the records support. Cleverness can wait for period two.
7A worked example
A trading company closes a quarter. Sales to Saudi customers: SAR 1,000,000. Exports: SAR 200,000. Purchases with valid tax invoices: SAR 600,000. Imported services under reverse charge: SAR 100,000.
Output VAT. Domestic sales: 1,000,000 × 15% = SAR 150,000. Exports: zero-rated, so SAR 0. Total output: SAR 150,000.
Input VAT. Purchases: 600,000 × 15% = SAR 90,000. Reverse charge output: 100,000 × 15% = SAR 15,000, matched by SAR 15,000 deductible input in the same return. Net reverse charge effect: zero.
Net payable. 150,000 − 90,000 = SAR 60,000, due by the last day of the following month.
| Item | Amount (SAR) | VAT (SAR) |
|---|---|---|
| Domestic sales | 1,000,000 | 150,000 |
| Exports (zero-rated) | 200,000 | 0 |
| Purchases (input) | (600,000) | (90,000) |
| Reverse charge, net | 100,000 | 0 |
| Net VAT payable | 60,000 |
The reverse charge line confuses people. It appears twice and cancels itself when fully creditable. Its real job is visibility: ZATCA sees the imported service, and the deduction is claimed in the open.
Run the same example against the control account before submitting. The ledger should show VAT payable of SAR 60,000 for the quarter. If it shows SAR 58,000, something is missing from the return. Find it now, while the period is still fresh in everyone’s mind. Every reconciliation difference grows harder to explain with time.
Flip the numbers and you get a refund position. Suppose purchases rise to SAR 1,200,000 on a stock build. Input VAT becomes 180,000. Output stays at 150,000. Net VAT is now minus 30,000: a refund claim. The form is the same. ZATCA reviews refund claims before paying them, so keep export evidence and invoices ready. Refunds arrive slower than payments leave. Plan cash around that lag.
8Correcting a mistake
Small errors wait for the next return. Under the amended Implementing Regulations, which raised the threshold from SAR 5,000 to SAR 15,000 in 2023, a net tax difference under SAR 15,000 is corrected by adjusting the return for the discovery period. At SAR 15,000 or more, notify ZATCA within 20 days through an amended return. The current figures sit in the amended VAT Implementing Regulations.
The old SAR 5,000 rule is gone. Teams working from printed 2021 guidance are filing corrections wrong right now. Update the internal manual.
Correction has one proper instrument: the credit or debit note. An invoice error is not fixed by deleting the invoice, or by editing it in the system, but by a note linked to the original. Deleting an issued invoice breaches the e-invoicing rules and can attract penalties. Teams that correct by deletion trade an accounting error for a legal one.
For large differences, disclosure is not an admission of guilt. It is a procedure that stops further penalties accumulating.
9After you submit: what ZATCA does with your numbers
Submission is not the end of the story. Your return enters ZATCA’s systems, where it can be compared against your e-invoices, your customs records, your previous periods, and the patterns of your sector. Most returns pass without a whisper. The ones that do not usually fail on the same three comparisons: invoices versus declared output, imports versus declared purchases, this quarter versus the same quarter last year.
None of this means you should fear filing. It means the return should be explainable before it is submitted. When your numbers are clean, these comparisons work for you. A return that matches its own invoices is the cheapest audit defence ever invented.
Keep the filing evidence together: the submission confirmation, the SADAD payment receipt, the screenshots. One folder per period, named by quarter. When a query arrives two years later, and queries do arrive, you answer in an afternoon instead of a week.
10Mistakes that trigger queries
VAT-exclusive figures in the wrong box. Sales entered net of tax understate output VAT. The mismatch can surface against e-invoice data once ZATCA’s systems compare the two.
Input VAT without valid tax invoices. A purchase invoice missing the supplier’s VAT number supports nothing. The deduction comes back out, with the 50% error penalty attached in bad cases.
Missing reverse charge on imported services. The foreign consultant invoices you offshore. The obligation did not stay offshore with him. ZATCA can detect these through data matching.
Credit notes without documentation. A credit note reduces output VAT, so each one needs a reason and a link to the original invoice. Price adjustments, returned goods, corrected quantities. A credit note with no paper trail looks like revenue suppression in the auditor’s working papers, whatever the truth was.
Mixing personal and business expenses. Owner accounts tangled with company accounts create input VAT claims that cannot be supported. The fix is structural, not seasonal: separate cards, separate accounts, one rule about what the company pays for. Clean separation costs nothing on day one and saves an audit argument in year three.
11FAQ
What is the VAT return deadline in Saudi Arabia?
The last day of the month following the end of the tax period, for both monthly and quarterly filers. Check the ZATCA returns calendar for the exact date each period.
What are the VAT registration thresholds in Saudi Arabia?
Registration is mandatory above SAR 375,000 of taxable supplies in twelve months, and voluntary from SAR 187,500.
What if I had no sales this period?
You still file. A nil return takes minutes and keeps your record clean. Skipping nil returns exposes you to late-filing penalties.
Can I file late if I missed the deadline?
File immediately, even late. The late-filing penalty of 5% to 25% of the tax due applies either way, and delay adds late-payment penalties at 5% of unpaid tax per month. Filing stops the clock from running further.
How do I claim a VAT refund?
Refunds arise when input VAT exceeds output VAT, often for exporters. Claim it in the return itself. ZATCA reviews refund claims more strictly, so keep export evidence and invoices ready before you claim.
Is VAT filed in Arabic or English?
The portal works in both. File in whichever your team maintains records in, but keep the language consistent between returns and invoices. Translations of the same figures invite reconciliation questions.
What happens if I make an error and file again?
The portal allows a corrected return within the same period in limited cases; most corrections belong in the next return or a formal amendment, depending on the SAR 15,000 threshold. Never file a second return hoping the first disappears. Both stay on record, and the pair raises more questions than either alone.
12Next step
Build the reconciliation habit before the next deadline. Net VAT, control account, ledger: one number in three places. When they agree, filing is clerical work. The Zakat, VAT and Corporate Tax course turns that habit into a full compliance routine. For the errors that cost the most, read the next post on VAT penalties.
